1.0 INTRODUCTION
2.0 SCOPE OF SERVICE
Design Consideration
a.
Intuitive, mobile
responsive design for simple navigation â easy to find and use tabs and
drop-down boxes â two clicks to find desired information â ADA compliant.
b.
A photo slideshow header
on the home page, with the ability to change out photos as needed.
c.
Photo header on other
sections of the webpage with the ability to have different photos for each
section/department and the ability to change out photos as desired.
d.
Ability to embed
photographs of BPE projects and events on the site.
e.
Standard website
features while maintaining a unique and consistent look.
f.
Easy maintenance by BPE
ICT staff, including making programmable changes internally without having to
contact the vendor.
g.
Ability to plug in
future technologies with search engine and web crawler optimized with detailed
analytics reporting.
h.
Multiple redundant
backups for transparent downtime recovery fully functional,
i.
Viewing and editing,
with the major browsers and operating systems on PC and Mac with Integrated web
security.
j.
Evaluation of the
existing website and provide a UI/UX design for the proposed website;
k.
Transfer existing
content from the existing website to the new platform.
These services shall be in accordance with the
scope of work at a sum provided in the conditions of engagement. The provision
of services should guarantee the smooth and efficient operation of normal
activities of BPE without any hindrance or undue interruption.
3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the
Corporate Affairs Commission (CAC) including Forms CAC1.1 or CAC2
and CAC7. Business Name with Form BN1 is also acceptable for
Consultancy Services;
b. Evidence of Companyâs Income Tax Clearance Certificate
(or Personal Income Tax Clearance Certificates of all the Partners in case of
Business Name) for the last three (3) years ending 31st December
2024;
c. Evidence of Pension Clearance Certificate valid till
31st December 2024 (this requirement is only applicable to bidders
whose staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance
Certificate valid till 31st December 2024 (this requirement is only
applicable to bidders whose staff is 5 and above or the bidderâs annual
turnover is N50m and above);
e. Evidence of Nigerian Social Insurance Trust Fund
(NSIFT) Clearance Certificate valid till 31st December, 2024;
f. Evidence of registration on the National Database on
Federal Contractors, Consultants and Service Providers by submission of Interim
Registration Report (IRR) valid till 31st December 2024 or valid
certificate issued by BPP;
g. Sworn Affidavit:

disclosing
whether or not any officer of the relevant committees of the Bureau of Public
Enterprises or the Bureau of Public Procurement is a former or present
Director, shareholder or has any pecuniary interest in the bidder and confirm
that all information presented in its bid are true and correct in all
particulars;

that no
director has been convicted in any country for any criminal offence relating to
fraud or financial impropriety or criminal misrepresentation or falsification
of facts relating to any matter;

that the
company is not in receivership, the subject of any form of insolvency or
bankruptcy proceedings or the subject of any form of winding up petition or
proceedings;
h. Companyâs Audited Accounts for the last 3 years (2021,
2022 & 2023).
i. Reference Letter from a reputable Commercial Bank in
Nigeria, indicating willingness to provide credit facility for the execution of
the project when needed;
j. Companyâs Profile with the Curriculum Vitae of Key Staff
to be deployed for the project, including copies of their Academic/Professional
qualifications such as CPN & NITDA;
k. Verifiable documentary evidence of at least three (3)
similar jobs (in size, nature & complexity) executed in the last five (5)
years with documents like Letters of Awards, Valuation Certificates, Job Completion
Certificates and Photographs of the projects;
l. Evidence of current License/Accreditation with the
Computer Professionals Registration Council of Nigeria and National Information
Technology Development Agency (CPN &NITDA);
m. All documents for submission must be transmitted wit
For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be
provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF
Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV
partner).
4.0 SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit five (5) bound of
Expression of Interest (EoI) documents separated by dividers and arranged as
indicated above. The documents should be submitted in a sealed envelope and
addressed to the Director-General, Bureau of Public Enterprises, Room 028, 11, Osun Crescent, Off IBB Way, Maitama, Abuja,
and clearly marked with (the name of the project and the Lot number).
Furthermore, the reverse of each sealed envelope should bear the name and
address of the bidder and drop in the designated Tender Box at Room 028, 11,
Osun Crescent, Off IBB Way, Maitama, Abuja not later than 12:00 noon on
Monday, 16th September, 2024.
5.0 OPENING OF EOI DOCUMENTS
The EoI documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 16th September 2024 at Room 028, 11, Osun Crescent, Off IBB Way, Maitama, Abuja in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the Head, Procurement Unit, Room 028, 11, Osun Crescent, Off IBB Way, Maitama, Abuja, as the (state the name of the procuring entity) will not be held liable for misplaced or wrongly submitted bids.
6.0 GENERAL INFORMATION
a. EoIs must be in English Language and signed by an official authorised by the bidder;
b. EoIs submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders;
d. The EOIs will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by a video recording invitation link will be sent to a bidder who chooses to join the EOI opening online;
e. Only shortlisted firms at EOIâs evaluation will be invited at a later date for collection of Request for Proposals;
f. The Bureau of Public Enterprises is not bound to shortlist any Applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
